PERSONNEL ASSESSMENT
Confident, capable, and fiercely loyal, Frank Pierce is the kind of man who commits completely—to the mission and, more importantly, to the people beside him. Once someone earns his trust, Frank considers that bond nearly absolute. His loyalty has repeatedly driven him to accept extraordinary personal risk and, at times, pushes dangerously close to becoming a liability in itself.

Pierce is willing to operate well beyond conventional boundaries when circumstances demand it. During a previous operation in Europe, he went undercover and successfully infiltrated a terrorist cell attempting to destabilize the German government as part of a planned coup. Maintaining his cover required him to embed himself deeply enough within the organization that the distinction between infiltration and participation became increasingly difficult to maintain. He ultimately helped undermine the plot from within.

When the operation was over, Pierce voluntarily turned himself in to authorities rather than attempt to disappear or justify everything he had done under the protection of the mission. To him, completing the objective did not absolve him from responsibility for the methods required to accomplish it.

Despite his imposing physical presence and considerable operational experience, Frank is generally easygoing, personable, and quick with humor. That demeanor changes rapidly when someone he considers family is threatened. He shares an especially strong bond with Cody Willis, whom he regards as an older brother, and has demonstrated repeatedly that there are very few places he would not follow him.

Pierce does not scare easily, does not abandon his people, and rarely accepts that something cannot be done. His greatest strength and greatest vulnerability are ultimately the same: once Frank Pierce decides someone or something is worth fighting for, convincing him to stop may be harder than surviving whatever stands in his way.

Personality: Fiercely Loyal · Confident · Protective · Relentless · Good-Humored · Principled

Frank Pierce grew up in the high desert of Oregon, where distance, isolation, and self-reliance were simply part of life. He was intelligent, disciplined, and ambitious, but unlike many who were drawn toward law enforcement, Frank initially believed his future would be inside a courtroom rather than behind a badge.

After leaving Oregon, he attended college in Florida and eventually earned his law degree. For a time, the obvious path seemed clear.

Then the FBI came calling.

Pierce entered the Bureau as a Special Agent, drawn to the idea that the law could be more than something argued after the fact. It could be used to stop people before they ever reached a courtroom.

For several years, Frank worked traditional federal investigations, building cases, conducting surveillance, serving warrants, and learning how criminal organizations operated from the inside out. He was good at the work.

He was also restless.

Pierce eventually sought assignment within the FBI's special operations apparatus, where investigations increasingly gave way to intelligence work, undercover operations, counterterrorism, and missions extending far beyond the borders of the United States.

It was there that Frank discovered what he was actually built for.

He became particularly effective at penetrating organizations that relied heavily on loyalty and personal trust. Frank could disappear into a role without losing sight of who he was or why he was there—a skill that would eventually place him inside a terrorist network operating across Europe.

The group intended to exploit political instability in Germany as part of a larger effort to undermine the government and facilitate a coup. Frank infiltrated the organization and remained embedded as the conspiracy developed, feeding intelligence back to the Bureau while helping identify its leadership, financing, weapons networks, and operational plans.

As the plot moved closer to execution, maintaining his cover demanded increasingly difficult choices.

Frank stayed inside.

The operation ultimately allowed authorities to dismantle the network before the coup could be carried out, but Pierce had crossed enough lines while maintaining his identity that simply walking away afterward was never something he considered acceptable.

When the mission ended, he turned himself in.

Not because anyone forced him to.

Because, in Frank's mind, accomplishing the mission did not excuse him from answering for the things he had done to complete it.

The investigation that followed would eventually clear him, but the experience permanently shaped the way Pierce viewed loyalty, duty, and personal responsibility.

It also placed his name on the radar of organizations operating far beyond the traditional boundaries of federal law enforcement.

Among them was ProCorp Applied Sciences.
