Service was never an abstract idea to Cody Willis. His father wore a badge in Austin, Texas, and from an early age Cody understood the responsibility that came with it. Years later, he followed in his father's footsteps and entered law enforcement himself.
It did not take long for the idealism to wear thin.
Cody discovered that public service attracted two very different kinds of people: those who believed their responsibility was to the people beside them and those who saw the institution as a ladder to be climbed. He developed a particular contempt for weak, self-serving leadership—the kind that micromanaged from a safe distance while expecting others to bear the consequences of its decisions.
He found his place instead among the officers of the Counter Assault Strike Team (CAST), surrounded by people who valued competence, accountability, and the person standing beside them more than titles or recognition.
That decision would eventually put Cody at the center of one of the darkest days in Austin's history.
A coordinated terrorist attack erupted across multiple locations in the city. Armed teams, some disguised as first responders, exploited the confusion to move among the very people rushing toward the violence. Cody and his fellow CAST officers responded alongside officers across Austin, only to discover they were facing an enemy far more organized—and an attack far more sophisticated—than anyone had anticipated.
By the time it was over, the attackers were dead.
The questions they left behind were not.
In the aftermath, Cody became one of the officers tasked with dissecting the attack. His debriefings eventually took him across Texas, where he spoke candidly about the failures that had allowed the terrorists to get as far as they had—and what needed to change before someone tried it again.
At one of those briefings sat a man Cody had never met.
Recently retired from the Army's elite Special Missions Unit (Delta Force), Val Grayson wasn't there simply to listen.
He was there looking for someone.
And by the end of Cody's presentation, he'd found him.
